Pick Lotte World. It is inside Seoul at Jamsil and very simple to reach by subway. Great if you are short on time, visiting in winter or want something that does not require a long transfer.
If you want a full day theme park
Pick Everland. It is bigger, more of a classic theme park and better for people who love coasters and do not mind a longer day out from Seoul.
If you have kids and mixed ages
Both work. Lotte World wins for convenience and bad weather. Everland wins for outdoor space, animal areas and seasonal festivals. If you are staying several days, Lotte World on a weekday plus Everland on a clear day is a great combo.

For most first time visitors with three or four days in Seoul, I lean slightly toward Lotte World because it fits into the trip with almost no effort. If you love theme parks and have the time, Everland is the bigger day out.
